The C++ interface for translate.

Translate the input image by trans_x units along x-dimension and trans_y units along y-dimension.

Parameters

[in]	image	input image
[in]	trans_x	magnitude of translation along x (1st or height) dimension
[in]	trans_y	magnitude of translation along y (2nd or width) dimension
[in]	oh	specify output height of image, if (0, default) then output height is equal to input height
[in]	ow	specify output width of image, if (0, default) then output width is equal to input width
